New Router/Server

I will be movie out pretty soon and want to know what you guys think is the best router for port forwarding. I also need suggestions for a good cheap PC, under £350, for use as a server

Any router will have an option to forward ports. It's a very fundamental part of what they do.

All I can say is:
No matter what you're budget is, do not think that a laptop will be a good idea.

For something to be portable, it must be compact. If its compact, then less good things could fit in there.
