If I know Ubuntu which I probably don't BUT if I do then I think you can't. If it's not already installed you will have to download it somehow.

1) Take your phone.
2) Search for the drivers on http://www.google.com with your phone.
3) Download the drivers onto your phone.
4) Plug one end of your USB data cable into your phone.
5) Plug the other end into your computer.
6) Transfer the drivers from your phone onto your computer.
7) Run the files that is now on your computer but was previously on your phone.
8) Wait for them to install.
9.a) **THIS STEP IS OPTIONAL** Unplug the data cable from your PC and Phone.
9.b) Put the data cable on your desktop in a neat fashion.
10) Profit.

Well, either use an Ethernet cable to your PC or go somewhere else and download it.

You've already said that there were no install files locally.

So you either get an Ethernet cable or download it somewhere else and somehow transfer it over to your PC. If the files don't exist locally the only way is to get them from internet. Read above, there is your solution.

No. If you don't have an internet connection you can't download something FROM the internet. I thought that would be pretty obvious but I guess not.

And as YOU told us. You don't have the files locally so there is absolutely NOTHING you can do except plugging in an Ethernet cable OR download the files somewhere else.

Best thing would be to plug in a cable, you can download the .deb file and install that manually (just open it with the software centre).
