I can send private messages without any problems.
There might be a post restriction I don't know about, in which case you simply need more posts. Usually around 15-20.

I can't send Pm because It says :

When can I send private message ?

Ah it may have been because you were in the newly registered users group. I turned on PMs for that group.
try it now
