I am looking for a good cheap VPS, up to ~$30/year. If you know any good ones, please tell me

How much is that in TB, approximately? (No large images or videos, its pretty much only the game that will be heavy to load.)

Also, what OS should I go for? I have several options :
1) Gendoo
2) Redhat 7.2
3) Linux Plesk 10 (CentoS)
and different windows based OS's, not interested in those tho.
There's probably even more linux based operating systems at other hosts.

Alright. I'll start off with a VPS and then grow from there. remember, server OS' dont have graphical views and although you can install them, you really shouldn't.

I decided to go for an ubuntu server. But should I use the Ubuntu 9.04 64bit, Ubuntu Lamp 32bit or Ubuntu minimal 32bit?

Ubuntu 11.04 minimal x64 If that option is not available, pick a random one. for some reason more are usually available from the control panel once you have the initial set up done.
