Well I know it's not exactly what you mean but there is a community PHP library being built.

Mass projects always sound like a good idea, but are often difficult and never go anywhere.

Hey wanna join k21? We're trying to help the world be… better, and basically fix it. (in an odd and new definition.)
We do various charity stuff and other projects.
