Plugin creation HELP

Ok so here is the thing, I am currently developing a custom plugin for this
Twitch streamer's mini game (it is a PVP map which has lots of islands and two
Teams ) I have created simple plugins before and have a good knowledge of how to
Code in eclipse but with this plugin I don't know where to start here is what I have
To do;
- set up a /join system for people to join
- set up a hunger games style broadcast countdown and also not allowing players
To move during the countdown time.
- a tp set up with island spawns one for each player when the match starts
-map resetting
- giving players dyed hats

I have done some of the code but some of the topics above i can find no guidance
On at all so PLEASE can someone HELP ,
