I actually use to have one,But That was around 5 year's ago and seeing the Online world has become stronger It would take a Glitch finder to get into my old Admin control panel (I use to own a game).I think a new one would be awesome Nice idea.

All of that is pretty easy to make. What language are you planning on coding the game in? php?
If so, are you going to make it text based or will there be a GUI?

Yes in PHP,I am not sure which way to use Text based or GUI.? So I can't say sorry.
But i need that badly so if you anyone get's a chance they could design me one.

I am also looking for the best one .
